Who we are and what we do?

DBNC (Dixie Bloor Neighbourhood Centre) is the lead agency for the LEAP program in Mississauga. We will pre-screen customers to see if they meet the household low-income guidelines, and other eligibility criteria including if the customer is in threat of disconnection for non-payment. If the client qualifies for the program, our staff will arrange an appointment and inform the client of the supporting documents they must bring to the appointment to complete the LEAP fund application process.

United Way of Greater Simcoe County is the lead agency for all Enbridge/Hydro1 clients. Please call 1-855-487-5327 and a UW staff will guide you through the process.

How Do You Qualify/ Eligibility?

Availability of funding is limited to residential customers who reside in Mississauga and you meet the following conditions:

  • Have a pre-tax household income at or below the Statistics Canada Low-Income Cut-off + 15%
  • Have utility bills that are currently in arrears
  • Are in threat of disconnection
